HTC M9 in Soft-Brick. Trying to crack the code to use phone again.

Hello all: I am in a Soft-brick position.
FACTS-
HTC M9 TMOBILE
S-ON
Unlocked bootloader
Not rooted.
I can get to download-bootloader-recovery(TWRP 2.87).
It appears my OS is 2.11.531.19- I flashed a RUU from T-Mobile.
I can move around adb no problem.
If I boot to System I will stay stuck at HTC logo. I then get out and go back to Recovery-download, etc
When I have tried to flash a ROM or backup I get this error below:
