Nexus 7 2013 LTE Dialer?

I have downloaded the dialer apk from apkmirror , put it in /system/priv-app/Dialer in recovery and granted Phone permission after reboot. Trying to dial anything just triggers my VoIP app and the VoIP app doesn't have any defaults I could clear. How can I get this working?
