The issue is that it the APN database is populated with garbage apns, they don't work at all. First you have to get this app:

Yes yes it looks very sketchy but it works around the issue of not being able to get in to the APN settings.
You have to follow these instructions to clear the apns (because you can add new ones but it won't prioritize them if there are the originals):

After that, just go back to the change APN app and create two new APNs: One for mms and one for internet (data). You need to use these APN settings: http://ift.tt/22Qtrnz (MMS)
