Cellular video call? (not data or Wifi)

Does anyone have confirmation that the Note 7 supports video calls over cellular network? I believe it's also called as RCS Video Calling.

Not the ones using apps with data or wifi (eg. Skype, Hangouts, FB messenger, etc.)
